The Cabinet meeting, chaired by Chief Minister Dr. Mohan Yadav, was held on Wednesday at the Mantralaya. The Council of Ministers approved the utilisation of Rs. 1,038 crore out of a total Rs. 1,478.38 crore for the implementation of approved works under the Annual Plan of Operation (2025–26) of the Compensatory Afforestation Fund (CAMPA Fund). As per the plan, 80% of this amount will be spent on forest and wildlife management, and 20% on strengthening forest and wildlife-related infrastructure.
The approved activities in Madhya Pradesh include Maintenance of past afforestation works, Compensatory plantation, Restoration of degraded forests based on landscape approach, Afforestation in river catchment areas for river rejuvenation, Soil & water conservation works, Plantation of bamboo and other species near village forest boundaries to support rural livelihoods, Voluntary relocation of villages from wildlife-protected areas, Development of residential infrastructure in buffer and protected zones, Establishment of urban forests, Strengthening of forest and wildlife infrastructure and Capacity building of local communities.
Approval for 66 New Anganwadi Centers and 134 Related Posts
The cabinet approved the establishment, operation, and construction of 66 new Anganwadi Centers under the Saksham Anganwadi and Nutrition 2.0 Scheme and the Dharti Aba Tribal Village Utkarsh Abhiyan. Approval was granted for 66 Anganwadi Worker (voluntary) posts, 66 Anganwadi Helper (voluntary) posts, and 2 regular Supervisor posts (Pay Scale: Rs. 25,300–Rs. 80,500). An estimated Rs. 15.21 crore will be spent on the scheme during 2025–26 to 2028–29, with Rs. 9.55 crore from the Centre and Rs. 5.66 crore from the State.
Approval for Development of Lake View Residency Hotel, Bhopal
The cabinet approved reimbursing the private investor, through the Department of Tourism, for registration and stamp duty charges under the PPP model for development, operation, maintenance, and management of Lake View Residency Hotel, Bhopal. The project will follow the DBFOT (Design, Build, Finance, Operate and Transfer) model by MPSTDC/MPHCL.
Approval for Creation of 49,263 New Regular Posts in Power Distribution Companies
The cabinet approved the creation of a new organizational structure comprising 77,298 posts for the three power distribution companies, including 49,263 new regular posts. Unused previously sanctioned 17,620 posts were abolished and 5,650 “dying cadre” posts will be eliminated after retirements or resignations. Existing contractual employees may continue till they reach the age limit or are selected for regular posts. Direct recruitment will consider the number of equivalent contractual employees already working in those roles. The Energy Department has been authorized for timely recruitment.
Approval for Procurement of Summer Moong and Urad Under PSS
The cabinet approved procurement of summer moong and urad crops under the Price Support Scheme (PSS) of the Government of India for the rabi marketing years 2023–24 to 2025–26. Free government guarantee for excess procurement beyond targets for rabi 2024–25 was also approved. The MP State Cooperative Marketing Federation (Markfed) will be the designated procurement agency.
Decision to Waive Interest on Irrigation Water Tax for Farmers
The cabinet decided to waive the interest (penalty) on unpaid irrigation water tax for all farmers. If farmers pay the principal amount of their total outstanding dues by 31 March 2026, the interest amount will be waived. As of 31 March 2025, total outstanding dues were Rs. 647.67 crore (principal Rs. 563.29 crore and interest Rs. 84.17 crore). The government expects to waive Rs. 84.17 crore in interests. Revenue from irrigation tax collected: Rs. 45.58 crore (2022–23), Rs. 36.98 crore (2023–24), and Rs. 35.43 crore (2024–25).
Approval for Establishing Regional Offices and 7 New Posts of Assistant Directors
The cabinet approved establishing regional audit offices under the Directorate of Local Fund Audit in three newly formed revenue divisions: Narmadapuram, Chambal and Shahdol. The Cabinet also approved creation of seven Assistant Director Posts for the newly formed districts of Niwari, Maihar, Mauganj and Pandhurna. This will help complete Panchayati Raj audit work within stipulated timelines and improve follow-up actions.
Termination of Certain Power Purchase Agreements made @ 5 or 10 percent
The cabinet decided to terminate old power purchase agreements (PPAs) executed by MPPMCL with power developers on a variable tariff (5% or 10%) basis. The developers will be required to pay Rs. 10 lakh per MW as pre-estimated liquidated damages before their bank guarantees of Rs. 3 lakh per MW are refunded. Terminated PPAs with such developers will be fully nullified. Developers not supplying 100% energy to MPPMCL will be bound by existing contract terms.
Other Decisions
Approval was granted to the Indian Stamp (Madhya Pradesh Amendment) Bill, 2025, enabling specific provisions regarding transaction-based stamp duties in line with changes in price indices. This amendment is expected to generate approximately Rs. 212 crore additional revenue.
