Approval of ‘Mukhyamantri Vrindavan Gram Yojana’ to Make Villages Self-Reliant
The Cabinet approved the ‘Mukhyamantri Vrindavan Gram Yojana’ aimed at making villages self-reliant. Under this scheme, one village from each assembly constituncy will be selected, with a minimum population of 2,000 and at least 500 bovines. These villages will be developed as ‘Vrindavan Grams’, setting a model of self-sufficiency and holistic rural development for others.
Key focus areas under the scheme will include Cow rearing and dairy development, Environmental conservation, Organic farming, Water conservation, solar energy, pasture development, Infrastructure development and Rural entrepreneurship & livelihood generation. The state envisions creating model villages that inspire others toward self-reliance and comprehensive growth. These model villages will integrate cleanliness, greenery, cow service (gau seva), spirituality, and economic self-dependence, realising the concept of “Vrindavan” in rural Madhya Pradesh. Major objectives of the scheme are to promote cow rearing and dairy self-sufficiency, expand dairy businesses through cooperatives, and encourage public participation in environment-friendly activities like organic farming, water conservation & solar energy and to improve infrastructure. Apart, create employment opportunities and achieve the sustainable development Goals.
The Facilities to be developed in selected Vrindavan Grams across 6 Categories. Gaushalas, panchayat buildings, community halls, anganwadis, health centers, schools, passenger shelters, solar street lights, libraries, skill/livelihood centers, veterinary hospitals, internal village roads, PDS shops and godowns, solar-powered piped water for every home, craft centers, biogas plants, cremation grounds (Shantidham), cow memorials, segregation sheds, drainage, artificial insemination centers, solar & renewable energy setups, climate-resilient housing, individual toilets, public parks, public toilets, irrigation sources and drip irrigation systems would be availed in selected vrindavan grams. As employment initiatives, Nandan Falodyan, Poshan Vatika, Milk Collection Centres, Small-Scale Forest Produce & Agri/Fruit-Based Industries and skill-based service promotion would be included in Vrindavan Gram. The Vrindavan Grams would consist of rainwater harvesting, roof water harvesting, tube well recharge, dug well recharge, check dams, and pond preservation. In a selected Vrindava Grams, the development of self-revenue sources and provision of e-Panchayat/CSC services would be availed. Special Goals for Vrindavan Grams include to promote natural farming, conserve religious sites/land, provide garbage collection vehicles, grey water and sludge management, update land records, ensure 100% e-KYC of households, encourage rural tourism (home-stay), establish handicraft centers, offer nutritional meals in schools/anganwadis, ensure encroachment-free villages, and provide village spatial planning.
Approved Rs. 4,572 Crore In-Principle for Reconstruction of Damaged Bridges
The Cabinet approved an in-principle amount of ₹4,572 crore for the Reconstruction of Damaged Bridges Scheme under the state head from FY 2025–26 to 2029–30, targeting the rebuilding of 1,766 bridges. This will ensure year-round connectivity. The Madhya Pradesh Rural Road Development Authority’s Empowered Committee has been authorized to oversee implementation and monitoring.
In-Principle Approval to Establish a Campus of Rastriya Raksha Vishwavidyalaya in Bhopal
The Cabinet approved the establishment of a campus of the Rashtriya Raksha University (RRU), Gandhinagar, in Bhopal. A grant of ₹1.05 crore per year for three years will be provided. Ten acres of land within the Rajiv Gandhi Proudyogiki Vishwavidyalaya (RGPV) campus will be allocated for the permanent campus. Until the permanent building is ready, existing facilities at RGPV will be temporarily used. This will enhance employment, skill development, and prestige in the field of national security and foster collaborations with institutions at the state and national levels.
In-Principle Approval for Mess Services in Departmental Hostels
The Cabinet approved mess operations for students residing in hostels under the Department of Backward Class Welfare. There are 108 hostels accommodating 9,050 students. A total of Rs. 31 crore (Rs. 14 crore non-recurring, Rs. 17 crore recurring) has been approved.
Approval for Creation of 1,266 New Posts for Effective Implementation of New Criminal Laws
To effectively implement the new criminal codes, the Cabinet approved 1,266 new posts, including 202 scientific officers in forensic labs across Madhya Pradesh. As per Section 176(3) of the Bharatiya Nagarik Suraksha Sanhita, 2023, the presence of forensic experts is mandatory in all offenses with a punishment of seven years or more. Madhya Pradesh is the first state to implement this provision.
Establishment of Tribal and SC Coordinators’ Offices in Newly Created Districts
Approval was given to set up District Tribal and Scheduled Caste Coordinators’ offices in three newly created districts. The Cabinet approved 16 posts for Mauganj, 18 posts for Maihar and 14 posts for Pandhurna. A total of 48 new posts with an annual additional financial outlay of Rs. 381.30 lakh has been sanctioned.
