Chief Minister Dr. Mohan Yadav has said that keeping in mind Prime Minister Shri Narendra Modi’s Five ‘F’ Vision, Madhya Pradesh is moving towards becoming a global hub in the apparel and textile industry by integrating the entire value chain of ‘Farm to Fiber, Fiber to Factory, Factory to Fashion and Fashion to Foreign’. The upcoming ‘PM MITRA Park’ in Dhar district will take the state’s textile sector to new heights. The State’s strong base in organic cotton, modern textile/garment capacities, abundant green energy, stable policy environment, and swift administrative decision-making culture provide the confidence that attracts global brands to invest in Madhya Pradesh. The Chief Minister said that ‘Made in MP – Wear Across the World’ is not just a slogan but an industrial mission of the State, aimed at ensuring competitive access for Madhya Pradesh’s products in global markets. The textile and garment sector is empowering farmers, women, youth, and the underprivileged.
Chief Minister Dr. Yadav held a roundtable meeting with international sourcing leaders of BSL at CM House, Samatva Bhavan. An MoU was signed between the State Government and BSL on this occasion. CM Dr. Yadav, addressing international brand representatives and sourcing heads present in the meeting, said that the State has implemented the PM’s Five ‘F’ Vision on the ground. He, referring to the first meeting held in Delhi on July 31 as the beginning of the ‘Journey from Resolution to Success’, said that today’s meeting in Bhopal is an opportunity to translate that resolution into concrete results. He informed that the PM MITRA Park is being established on 2,177 acres in Dhar and its groundbreaking ceremony will soon be performed by Prime Minister Shri Modi. Even before the groundbreaking, letters of intent for investments worth over Rs. 16,000 crore have been received. So far, the State has attracted investments of more than Rs. 3,513 crore in the textile sector.

The Chief Minister said that to make Madhya Pradesh an investment-friendly destination, the government has reduced industrial approvals from 29 to just 10, with all processes completed within 30 days. A single-window system ensures that no file is delayed and decisions are made promptly. Several outdated laws have been repealed to create an ideal ease-of-doing-business environment. Incentives for investors include affordable electricity, water and land, along with interest subsidies.
CM Dr. Yadav highlighted that Madhya Pradesh is socially, culturally, and archaeologically rich, with sites like Sanchi Stupa, the rock shelters of Bhimbetka dating back to the dawn of human civilization, and the famous Mahakal temple. Here, people and forests coexist—sometimes even tigers can be spotted walking through city streets.
CM Dr. Yadav described women’s empowerment as the foundation of industrial development, noting that the government provides an annual incentive of Rs. 5,000 per female worker in the garment sector, along with women’s hostels and crèches near workplaces and safe transport facilities. He stressed that Madhya Pradesh’s leadership in GOTS-certified organic cotton will directly support brands in achieving global ESG goals. In the energy sector, MP is a surplus power state—Delhi Metro runs on electricity from Madhya Pradesh. The State offers the most competitive electricity rates in the country, with rapid expansion of renewable energy enabling a green supply chain for industries. Under the aviation policy, subsidies of up to Rs. 15 lakh per flight for international routes, new air routes, and enhanced air connectivity have given a significant boost to export logistics.
Madhya Pradesh fulfills its social responsibilities alongside industrial growth. It was the first state in the country to start an air ambulance service and runs multiple schemes for citizens’ social security while expanding healthcare services.
MoU between BSL and State Government
An MoU was signed between the State Government and BSL (Buyer Sourcing League) during the meeting. The CM said that this MoU is not just a document, but a testament of trust that will be a milestone in making Madhya Pradesh the “Preferred Sourcing Destination” and “Production Hub”. Under the MoU, a joint action plan will be developed in areas such as sourcing, production, logistics, design, and skill development. A task force will be formed to ensure time-bound execution focused on PM MITRA Park, cluster-linked support, brand engagement Road-Shows, export promotion and ESG-linked investments. The CM assured that quick decisions will be made to meet industrial needs and the State will provide full support in investment, production, and employment.
Madhya Pradesh Ready to Compete in Global Markets: Principal Secretary Shri Singh

Principal Secretary, Industrial Policy & Investment Promotion, Shri. Raghvendra Singh, said that Madhya Pradesh aims to make a decisive mark as a global sourcing destination. He stated that through more than 18 industry-focused policies, the State has ensured provisions like capital investment incentives, rebates in interest and electricity tariffs, stamp duty/SGST refunds, employment-linked incentives, skill training, and cluster development. The single-window system, reduction in approvals, and 30-day time-bound process has made ‘Speed of Doing Business’ the State’s unique identity.
Shri Singh informed that PM MITRA Park (Dhar) will offer plug-and-play facilities, common effluent treatment, design/testing labs, logistics hubs, modern warehousing and multimodal connectivity. With robust road–rail–air networks, well-planned industrial areas, and dry port/air cargo facilities, export-oriented units get quick, reliable supply-chain support. The State is green-energy surplus, and rapid expansion of solar & wind projects ensures globally competitive clean energy for industries. He mentioned the State’s efforts in the textile and garment sector, including state-level export promotion, branding and marketing assistance, B2B connects in foreign markets, and end-to-end support from design to delivery. Policy priority is being given to value-added organic cotton products, recycling and circularity, water reuse, and carbon-neutral production to establish MP as the “Most Sustainable Textile Hub”.
BSL Members Give Suggestions to Make ‘Made in MP’ a Global Brand
During the meeting, BSL representatives offered practical suggestions on various aspects of the industry. BSL founding member Shri Raman said that BSL is a non-profit platform with more than 4,507 members and 13 international chapters across Europe, Japan and other major countries. Its priority is to strengthen Indian industry for global competitiveness and build a strong bridge between branding, sourcing and production.
Shri Neeraj Nagpal said that MP can act as a pilot state to implement quick solutions, ensuring policy-level reforms reach industry units faster. He emphasised institutionalising the ‘Design-to-Delivery’ model and creating a state-supported framework for ‘Circularity of Fashion’.
Shri Tejas (PVH, Global Sustainability) said that the ecosystem for sustainable manufacturing in the State is mature, and with policy support for recycling, water reuse, and renewable energy-based production, MP can be branded as the “Most Sustainable Textile Hub”.
Shri Tapan Bansal (Mothercare) stressed the need for supply-chain integration, faster approvals, and expansion of testing/quality certification labs, especially for sensitive segments like baby and children’s apparel to meet global standards and enable faster exports.
Dr. Kiruba Devi suggested linking artisan and handloom clusters with modern garmenting units through ‘Design and Marketing Support’ to blend traditional skills with modern fashion, thereby positioning “Made in MP” in global premium segments.
Shri Shreyaskar proposed reviewing the customs duty structure on organic raw cotton and establishing a “Raw-to-Rack” fast track to leverage duty-free access for ready garments.
BSL representatives said that their members work globally as brand heads, sourcing heads and production heads. With specialised textile parks, high-tech garmenting units, design-innovation centers and integrated global marketing campaigns, ‘Made in MP’ can be rapidly established in leading fashion and retail markets.
The meeting was attended by representatives from over 15 top global brands including Hanesbrands, PVH Corp., Care For Asia Ltd., Puma, Mothercare, and Jivame, as well as prominent textile and garment industrialists from the State.
