While the files were not classified, the incident triggered internal security alerts and raised questions about the use of AI tools for sensitive information within federal agencies.The Indian-origin technology expert has a strong academic foundation that underpins his leadership role at CISA. He earned a Bachelor of Engineering in Electronics and Communication from Andhra University, followed by an M.S. in Computer Science from the University of Texas at Arlington. To complement his technical expertise, he completed an MBA in Engineering and Technology Management from the University of Dallas and later a Ph.D. in Information Systems from Dakota State University. Dr. Gottumukkala began his educational journey by obtaining a Bachelor of Engineering in Electronics and Communication from Andhra University. This study program introduced him to software systems, new technologies, and the difficulties associated with working in large, scaled IT environments.However, he realized that technical expertise is not enough for a leadership position, and thus he earned an MBA in Engineering and Technology Management from the University of Dallas. Finally, a Ph.D. in Information Systems from Dakota State University improved his research skills and gave him a better understanding of technology in an organizational and governmental setting.
Experience across industries and government
Over more than two decades, Dr. Gottumukkala has worked in both private and public sectors. In the private sector, he led teams in telecommunications, wireless technologies, unified communications, and health IT. These roles offered him insight into large-scale IT operations, problem-solving across industries, and implementing new technologies.His career in the public sector took off when he was appointed as the states Chief Technology Officer of South Dakota, being the second person ever to hold this position. He was involved in increasing the use of modern technology in state systems, improving their efficiency, and finding innovative ways to enhance public services. In addition, he served as Commissioner and Chief Information Officer for the Bureau of Information and Technology, where he led statewide IT and cybersecurity initiatives.
